อาเซียน

ประเทศสมาชิกอาเซียนสามารถสรุปผลการเจรจา ความตกลงความตกลงเศรษฐกิจดิจิทัลอาเซียน (ASEAN Digital Economy Framework Agreement: DEFA) ได้สำเร็จ ระหว่างการประชุมเจ้าหน้าที่อาวุโสด้านเศรษฐกิจอาเซียน เมื่อวันที่ 29 พฤษภาคม 2569 ณ กรุงมะนิลา ประเทศฟิลิปปินส์ โดย DEFA ถือเป็นความตกลงฉบับแรกของอาเซียนที่มุ่งเน้นด้านเศรษฐกิจดิจิทัลโดยเฉพาะ และคาดว่าจะช่วยเสริมสร้างความร่วมมือระดับภูมิภาคในยุคดิจิทัลให้เข้มแข็งยิ่งขึ้น

ความตกลงดังกล่าวมีเป้าหมายเพื่อส่งเสริมการเชื่อมโยงด้านเศรษฐกิจดิจิทัลทั่วทั้งภูมิภาค ผ่านการอำนวยความสะดวกทางการค้าดิจิทัล การส่งเสริมการไหลเวียนข้อมูลข้ามพรมแดน การพัฒนาระบบการชำระเงินดิจิทัล และการเสริมสร้างความเชื่อมั่นของผู้บริโภคในการทำธุรกรรมออนไลน์ นอกจากนี้ ยังครอบคลุมความร่วมมือในสาขาใหม่ที่มีความสำคัญ ได้แก่ ปัญญาประดิษฐ์ (Artificial Intelligence: AI) และเทคโนโลยีทางการเงิน (Financial Technology: FinTech)

โดยประเทศไทย ในฐานะประธานคณะกรรมการเจรจา DEFA มีบทบาทสำคัญในการสนับสนุนให้การเจรจาบรรลุผลสำเร็จ ความตกลงดังกล่าวคาดว่าจะได้รับการลงนามอย่างเป็นทางการโดยผู้นำอาเซียนในการประชุมสุดยอดอาเซียน ครั้งต่อไป ซึ่งมีกำหนดจัดขึ้นในเดือนพฤศจิกายน 2569

ASEAN Concludes Digital Economy Framework Agreement Negotiations

On 29 May 2026, ASEAN Member States successfully concluded negotiations on the ASEAN Digital Economy Framework Agreement (DEFA) during the meeting of ASEAN Senior Economic Officials in Manila, Philippines. The DEFA will be ASEAN’s first agreement focused entirely on the digital economy and is expected to strengthen regional cooperation in the digital era. 

The agreement aims to strengthen digital economy connectivity across the region by facilitating digital trade, enhancing cross-border data flows, improving digital payment systems, and promoting consumer confidence in online transactions. It also includes cooperation in emerging areas such as artificial intelligence (AI) and financial technology (fintech). 

As Chair of the DEFA Negotiating Committee, Thailand played an important role in supporting the successful conclusion of the negotiations. The agreement is expected to be formally signed by ASEAN Leaders at the next ASEAN Summit in November 2026.
