ฮานอย, เวียดนาม – กระทรวงอุตสาหกรรมและการค้าของเวียดนามมีมติขยายมาตรการตอบโต้การทุ่มตลาดและการอุดหนุนสำหรับการนำเข้าน้ำตาลบางประเภทจากประเทศไทยออกไปอีก 5 ปี ภายหลังการทบทวนมาตรการที่มีอยู่เดิม

กระทรวงฯ ระบุว่า ผลการทบทวนพบว่าหากยกเลิกมาตรการดังกล่าว อาจทำให้เกิดการทุ่มตลาดและการอุดหนุนซ้ำอีกครั้ง ซึ่งอาจส่งผลกระทบอย่างมีนัยสำคัญต่ออุตสาหกรรมน้ำตาลภายในประเทศของเวียดนาม ดังนั้นจึงมีการขยายระยะเวลาการบังคับใช้มาตรการออกไปจนถึงเดือนมิถุนายน พ.ศ. 2574

ทางการเวียดนามระบุว่า การขยายมาตรการครั้งนี้มีเป้าหมายเพื่อคุ้มครองผู้ผลิตน้ำตาลและเกษตรกรภายในประเทศจากการค้าที่ไม่เป็นธรรม พร้อมทั้งสนับสนุนการพัฒนาอุตสาหกรรมน้ำตาลของประเทศอย่างยั่งยืน

นอกจากนี้ กระทรวงฯ ยังยืนยันว่าจะยังคงบังคับใช้มาตรการป้องกันการหลบเลี่ยงมาตรการทางการค้า (Anti-Circumvention Measures) ที่ประกาศใช้ก่อนหน้านี้ต่อไป เพื่อป้องกันการส่งออกน้ำตาลผ่านประเทศที่สามเพื่อหลีกเลี่ยงการถูกเรียกเก็บอากรตามมาตรการทางการค้า

ประเทศไทยเป็นหนึ่งในผู้ผลิตและส่งออกน้ำตาลรายสำคัญของภูมิภาคเอเชียตะวันออกเฉียงใต้ ขณะที่เวียดนามมีอุตสาหกรรมน้ำตาลภายในประเทศที่มีบทบาทสำคัญต่อการจ้างงาน การสร้างรายได้ และการพัฒนาภาคการเกษตรในหลายพื้นที่ของประเทศ

ทั้งไทยและเวียดนามเป็นสมาชิกอาเซียน และเข้าร่วมกรอบความร่วมมือทางเศรษฐกิจระดับภูมิภาค รวมถึงเขตการค้าเสรีอาเซียน (AFTA) อย่างไรก็ตาม ภายใต้กฎระเบียบการค้าระหว่างประเทศ ประเทศสมาชิกยังคงสามารถใช้มาตรการทางการค้า เช่น มาตรการตอบโต้การทุ่มตลาดและการอุดหนุนได้ หากผลการสอบสวนพบว่าอุตสาหกรรมภายในประเทศได้รับผลกระทบจากการนำเข้าที่ไม่เป็นธรรม

การตัดสินใจครั้งนี้สะท้อนให้เห็นถึงการใช้กลไกทางการค้าตามกฎหมายของประเทศสมาชิกอาเซียน เพื่อสร้างความสมดุลระหว่างการเปิดเสรีทางการค้าและการคุ้มครองอุตสาหกรรมภายในประเทศ ภายใต้กรอบกติกาการค้าระหว่างประเทศที่ตกลงร่วมกัน

Viet Nam Extends Trade Remedy Measures on Thai Sugar Imports Until 2031

HANOI, Viet Nam – Viet Nam’s Ministry of Industry and Trade has decided to extend anti-dumping and countervailing measures on certain sugar imports from Thailand for another five years, following a sunset review of the existing measures.

The ministry announced that the review found that ending the measures could lead to the continuation or recurrence of dumping and subsidization practices, potentially causing material injury to Viet Nam’s domestic sugar industry. As a result, the trade remedy measures will remain in effect until June 2031.

According to Vietnamese authorities, the extension is intended to protect domestic sugar producers and farmers from unfair trade practices while supporting the sustainable development of the country’s sugar sector.

The ministry also confirmed that anti-circumvention measures introduced in previous years will continue to be enforced. These measures are aimed at preventing the diversion of sugar exports through third countries to avoid the application of trade remedy duties.

Thailand is one of Southeast Asia’s leading sugar exporters, while Viet Nam maintains a significant domestic sugar industry that plays an important role in supporting rural livelihoods and agricultural production.

Both countries are members of ASEAN and participate in regional economic integration frameworks, including the ASEAN Free Trade Area (AFTA). Under international trade rules, however, countries are permitted to apply trade remedy measures such as anti-dumping and countervailing duties when investigations determine that domestic industries are being harmed by unfairly traded imports.

The decision highlights the continued use of trade remedy mechanisms within the region as ASEAN member states seek to balance open markets with the protection of domestic industries in accordance with national laws and international trade obligations.
